According to Metacritic Grand Theft Auto is now averaging a 99% review rating on the Xbox 360 with a "Universal Acclaim" quote tagged on for good measure. It has already racked up 12 perfect scores (IGN, Teamxbox, GameDaily, Game Informer, etc.) and a few more that are really close (GameTrailers).
